本項目復雜性在于數字海洋系統是一個多層次復合平臺，信息融合表現為各種各樣子系統拼湊、混合，每個子系統實現特定功能。此外，學科交叉是本項目的又一個難點，符合數字海洋特殊性的專用信息融合學科群的構建是一項交叉性、綜合性的長遠任務，所以僅僅依據應用需求研究信息融合的特殊性是遠遠不夠的，還必須研究其支撐學科——數字海洋綜合學科集群；這些支撐學科連同信息融合技術本身就構成了信息融合學科群。研究的困難在于資料稀缺，盡管海洋領域學者已開始探討融合方法在海洋問題中的應用，許多文獻也給出成功的應用實例，但仍處于起步階段，限于具體算法和應用，系統性研究甚少，溯其根源，是因為海洋學領域的專業性成為信息融合學者的門坎兒，而海洋學工作者在信息科學和信息融合技術上的薄弱也限制了該技術在海洋領域的推廣。

The complexity of this programme lies in the fact that digital ocean system is a kind of multi-layer platform, where the information combination is realized by interfusion and rigging up of all kinds of branch systems that functions for certain purpose。Besides, cross-subject is another difficult point for the programme。To establish such a subject group of information combination in conformity with the speciality of digital ocean means a multi-subject and comprehensive task of long-term。 Therefore,to study the speciality according to the applying requirements is not enough for us。 We should study the comprehensive subject group--supporting subjects of digital ocean as well, which forms a subject group of information combination together with the combining technology itself。It is difficult for us to do the research because of the shortage of relative materials。We are still at a primary stage of working on specific calculation and application while seldom making systematic research, although many scholars in this field have studied the application of the said combination and some good results are found in many documents。The reason for this is that the speciality of the field makes it a difficulty for the scholars。 And also the weakness of the science and technology mastered by the scholars is another limitation to promote the tecnology to be applied in the ocean researching field。 。
