摘要：本文從交通工具和城市的發展歷史出發，總結出目前我國城市交通的首要任務是構筑城市綜合交通體系，而其中特別重要的就是選擇合理的主導交通工具，也就是，在城市客運交通結構中占有主導地位，與城市發展、居民出行需求相適應的，影響城市規模、形態、空間結構和人口分布的，并代表交通技術發展水平的交通工具，同時研究了交通工具發展對城市形態的影響,分析出主導交通工具的發展規律，提出了主導交通工具的發展周期規律根據客流的變化可以分為四個階段，即：成型期、成熟期、衰落期和革新期；并以城市綜合交通體系的合理構成為基礎，明確小汽車交通和軌道交通的關系，通過對小汽車交通與軌道交通各自的特點、現狀以及他們的適應范圍等性質的對比，分析得出軌道交通將成為適合我國當前城市發展的主導交通工具和未來我國城市交通的有關部門，需要精心組織的幾項重點工作，確定了長期的發展方向，最后，從軌道交通與城市發展關系的角度，探討了軌道交通的適用范圍，闡明了軌道交通隨著科學技術的發展將成為城市交通發展的重要方面。
